Major General Thomas H. Mancino was appointed as the Adjutant General for Oklahoma by Gov. Kevin J. Stitt in November 2021. In this function, he serves as the top military advisor to the Governor and commands the Oklahoma Army and Air National Guard.

General Mancino commissioned in 1992 through the Reserve Officer Training Corps at Oklahoma State University.  In previous assignments, he has served as the 90th Troop Command Commander, Oklahoma Army National Guard and Director of Information Technology/G6, Oklahoma Army National Guard.  General Mancino has commanded at the company, battalion and brigade levels.  Prior to receiving his commission, General Mancino served for six years as an Enlisted Soldier in the Oklahoma Army National Guard.

Richard Hefton is the former editor and publisher of OKLAHOMA COUNTY NEWSPAPERS, INC.  The firm published 7 Thursday-Sunday Semi-weekly newspapers in Central Okla. counties.  He is the former president  and publisher of the McAlester News Capital, and executive vice president and managing editor of the Journal Record, Okla. City.

Dick enlisted in the U.S. Air Force where, after completing Aviation Cadet training, he graduated from the USAF Fighter Weapons School. He advanced to flight commander, flight instructor, engineering test pilot and aircraft accident investigator.  He is rated a Command Pilot with over 5,000 flying hours in military and civilian aircraft.  His tour was followed by 31 years active service in the Air National Guard.  He retired from the USAF in 1990 serving as Assistant Adjutant General and Commanding General of the Okla. Air National Guard.

General Hefton is a native of Muskogee, OK. He graduated from OU with a BBA degree and attended Tennessee Tech, and the American Press Institute, Columbia University, NY, NY.  He served 2 terms as President of the Higher Education Alumni Council of Okla. and on the Board of Advisors to the OU College of Business and the OU Alumni Executive Council.  He served a 7-year term as Regent and chair for Rose State College, Midwest City.

He is past president of both the McAlester and Midwest City Chambers of Commerce; president of McAlester United Fund, McAlester (Industrial) Foundation and vice president of the Okla. State Chamber of Commerce;  McAlester Airport Authority, the Okla. Lake Redevelopment Authority, McAlester Airport Authority, the Okla. Lake Redevelopment Authority and Okla. Planning and Resources Board.

Hefton is past president and treasurer of the OKLAHOMA PRESS ASSOCIATION and was inducted into the OKLAHOMA JOURNALISM HALL OF FAME in 1987.

His Okla. lineage extends for 5 generations, and he was inducted in the First Families of the Twin Territories (FFTT) for both the Indian and Oklahoma Territories.

He is an Eagle Scout; serving his 60th year as a member of Rotary International, a current member of the Rotary Club of Okla. City;  and is a member of Beta Theta Pi national college fraternity.

He and his family are 50 year members of Westminster Presbyterian Church, Okla. City.
