It is a system that must change. Some of that change is already underway. Director Allbaugh will talk about the new ideas and the change he is bringing to the system. ”

Joe M. Allbaugh is a native Oklahoman, who grew up on a family farm west of Blackwell.

Prior to his role as the director at the Oklahoma Department of Corrections, Mr. Allbaugh was founder, chief executive officer and president of The Allbaugh Company and Allbaugh International Group. Both companies focus on strategic and operational consulting for businesses and governmental entities.

In the public sector, Allbaugh served as the National Campaign Manager of Bush-Cheney 2000 from July 1999 to December 2000; a founding Member of the President George W. Bush’s Homeland Security Advisory Council; and as Chief of Staff to then Texas Governor George W. Bush from January 1995 to July 1999.

In January 2001, President George W. Bush appointed Allbaugh to lead the Federal Emergency Management Agency (FEMA), a selection the United States Senate unanimously confirmed. He served as our nation’s FEMA director until March 2003, when the Department of Homeland Security was created.The day of the 9/11 terrorist attacks on the World Trade Center in New York City, Pennsylvania and the Pentagon, Allbaugh lead the critical role of coordinating the Federal Government’s response to the attacks.

Mr. Allbaugh’s areas of expertise include: homeland security, emergency response and recovery, pharmaceuticals, transportation, shipping, agriculture and energy.
In Oklahoma, he previously served as deputy secretary of the Oklahoma Department of Transportation.

He is a current board member of the National Rifle Association and Ag America.
Mr. Allbaugh received a bachelor’s degree in political science from Oklahoma State University

Will Beckman, recognized as one of Oklahoma’s foremost Property and Casualty experts. The Beckman Company along with its related companies and Inter-locals currently insure more public entities’ in Oklahoma than any other firm does.

Mr. Beckman is one of the principal owners of the Beckman Company. The Beckman Company founded in 1960, is one of Oklahoma’s’ largest privately owned Independent Insurance Agencies. Mr. Beckman a licensed insurance agent for over 38 years and as a broker, a managing General Agent and being recognized nationally as one of the nations top insurance professionals. The Beckman Company is a member of the PIA.

In 2012-2013, Mr. Beckman was one of 525 Rotary International District Governors elected to serve worldwide. He is a member of OKC Club #29, a past President, and has held numerous positions of leadership in Rotary International .

Will Beckman, a 1975 graduate of Oklahoma State University and a 1982 graduate of Southern Methodist University – Cox Graduate Business School of Banking. While at OSU he served in the Student Senate, as the Inter-Fraternity Council President, and as the University Mascot – Pistol Pete.

Mr. Beckman is originally from Muskogee where he was active in the community serving in a variety of positions. He has served as the Chairman of multiple organizations including the Muskogee Planning Commission, the Muskogee Park Board, the Muskogee Azalea Festival, and the Neosho Boy Scout District. He is a past American Red Cross Water Safety Instructor, an American Water Skiing Association Instructor, a P.A.D.I certified Scuba diver, and a U.S. Coast Guard Aux. Basic Seaman. He is a past Director of some of the nations oldest and highest rated Summer Camps.

Will was a Governor Henry Bellmon three-time appointee lastly serving as the Chairman of the Oklahoma Development Finance Authority (ODFA) and President/owner of several large commercial real estate investment firms. ODFA is recognized nationally as one Oklahoma’s largest financial authorities. He currently serves as a Gov. Fallin appointee on the Oklahoma Scenic River Commission.

Mr. Beckman is on the Executive Board member of the Committee of 100, Men’s Dinner Club, a past board member of the Air Space Museum, the Salvation Army Board, Five Tribes Museum Board, the Young Life Board, and a multitude of other boards, commissions, and committees.

Will has the unique past experience of being a large manufacturing owner/employer, a real estate broker owner/developer, a commercial banker as well as being an insurance agent since 1978. Will and Sally Beckman have been married 40 years, have 3 children and 6 grand children.
