Shawn Black is an innovative executive leader with over three decades of public, nonprofit, and government sector experience, currently serving as the Executive Director of the
Oklahoma Educational Television Authority (OETA) and Chief Executive Officer of the Friends of OETA (FOETA).
Throughout his career, which includes prior roles as OETA’s Vice President of Finance and Chief Operations Officer, as well as a 16-year tenure as Executive Director of the Oklahoma Association of Youth Services (OAYS), Shawn has specialized in strategic planning, financial management, program development, and process improvement.
His background features foundational experience as a Senior Fiscal Policy Analyst for the Oklahoma State House of Representatives, where he analyzed complex state budgets and developed major statewide healthcare and social services funding initiatives. Shawn holds an MBA in Finance and a BBA in Marketing from the University of Central Oklahoma.
